New director joins Corangamite Shire


David Harrington is the new Director of Corporate and Community Services for Corangamite Shire Council.

Mr. Harrington will lead a team of approximately 70 full-time equivalents who will provide services in the areas of disability, elder and children’s services, finance, human resources, risk management, information, scoring and coordination of contracts.

He received his Bachelor of Commerce degree from LaTrobe University in 2000 and his Chartered Accountant degree in 2004. He was chief financial officer of British telecommunications company BT and betting firm William Hill before returning home to the South West.

Victoria and joining Warrnambool City Council as Senior Accountant and then Chief Financial Officer.

Mr. Harrington knows the area well and understands the issues important to area residents.

“I grew up on a dairy farm in Naringal,” he said.

“The paternal side of the family is in the region of Terang and Noorat. My brother works for Fonterra in Cobden and lives there.

After traveling the world in the early years, Mr. Harrington happily raises a family in the South West.

“My wife is from Colombia,” he said.

“We met in London when we were both working there. We have two children aged 8 and 6. We like to go back to see the family in Colombia every 18 months.

Mr Harrington said the move to Corangamite was an opportunity to advance his career.

“I had been at Warrnambool for 11 years and worked my way up.

“I wanted to broaden my skills around finance and move into the management and leadership space.

“I have a strong focus on digital improvement and people and culture; making sure people are taken care of and that they are happy and satisfied in their role.

This focus on digital enhancement has led him to play an important role in the Shared Services Project which has enabled the councils of Corangamite, Warrnambool and Moyne Shire to pool their resources for more efficient and cost-effective results for taxpayers.

“This is a really exciting project for the Tri-Councils. I firmly believe that it will bring real benefits to the Tri-Councils. It was a good opportunity for me to build relationships with the staff at Corangamite before starting here.

Mr. Harrington also has extensive expertise in the field of community services.

“At Warrnambool, I introduced a business partnership model and worked closely with the community services team.

“It gave me a good understanding of the services provided and I was able to better support staff by complementing their specialist knowledge of service delivery with my business and financial skills.

“It gave me great appreciation for the dedication and enthusiasm of the Community Services team who provide an integral service to the community.”

CEO Andrew Mason said Mr Harrington would bring a wealth of experience to Corangamite. “I welcome David to our organization,” Mr. Mason said.

“His strong background in finance will be an asset in delivering the best value to our ratepayers and keeping Corangamite in a strong financial position going forward.

“His past experience in community services makes him a good candidate for the role. David is really looking forward to getting out and meeting our wonderful staff who provide vital services to our community.
