After the publication of the new amendments to the law regulating the participation of the private sector in infrastructure projects, services and public utilities, Maait said the state recognizes the importance of having a true partnership with the government. private sector, and this was evident in the presidential incentive guidelines to encourage the private sector to broaden its participation in the process of comprehensive and sustainable development.
He pointed out that the new amendments to the Law on Partnership with the Private Sector have allowed the expansion of models of partnership with the private sector in infrastructure projects, utilities and utilities, and have introduced new procurement methods such as competitive bidding and limited bidding, direct contracting, and private sector initiative contracting.
He explained that specific controls and criteria have been approved for the selection of projects that can be implemented in the system of partnership with the private sector, through a model of data and basic requirements for it, defined by the central partnership unit with the private sector at the level of the Ministry of Finance, which has been transformed into an integrated sector in the new administrative structure.
He referred to the development of a mechanism for selecting projects that can be implemented in the partnership system with the private sector, through the formation of a joint committee of specialists from the ministries of finance and planning and ‘other parties concerned, to study the projects submitted as part of its annual plan proposal to the Ministry of Planning to choose those that can be implemented under the system of partnership with the private sector.
Maait confirmed that the new amendments to this law also include a prior check of the selection of projects that can be implemented in the system of partnership with the private sector, and to ensure their preparation for contracting, which contributes strengthen governance, by giving investors an investment card for projects that can be contracted under the partnership system with the private sector, and reducing the duration of the offer and of the contractualization, and the time for submission and review of grievances to expedite the completion of proceedings.
For his part, the head of the Central Private Sector Partnership Unit at the Ministry of Finance, Ater Hanoura, indicated that the transformation of the central PPP private sector partnership unit has turned into an integrated sector. in the new structure of the Ministry of Finance to develop the partnership with the private sector, by supporting all the administrations in the structuring and the launching of the projects which are implemented within the framework of the mechanism of partnership with the private sector.
He explained that a list of projects that will be studied and proposed successively in the system of partnership with the private sector has been drawn up, and they include projects in transport, housing, electricity, health and education. , local development, solid waste recycling, and strategic warehouses of the Ministry of Supply and Internal Trade.
He explained that it is a question of developing the partnership with the private sector, by supporting all the administrative authorities in the structuring and the promotion of the projects which are implemented in the system of partnership with the private sector, and to proceed with the implementation of the project of establishment and operation of 1000 distinguished language schools, in the system of partnership with the private sector by 2030 in addition to other projects such as sea and dry ports, 8 waste recycling projects and their conversion into electrical energy, worth EGP 10 billion and the establishment of 4 strategic warehouses for the Ministry of Supply and Internal Trade, at around 3.2 billion EGP, and a dry port in the 10th of Ramadan worth 3 billion EGP in addition to the projects under study which include the establishment of 4 desalination plants, a treatment plant, a Benha University Hospital in El Obour, and s sports and youth facilities.
